Free world defense procurement budgets are projected to decline. The current financial crisis exacerbates this process. Disruptive technologies developed commercially complicate procurement. It is becoming increasingly difficult to match bureaucratic processes and necessary legal compliances with the nimble procurement demanded by the warfighter. Institutionalized traditional military constituencies need to address transformational enemies, technologies and capabilities. Long procurement cycles and the attendant uncertainty over final costs will come under increasingly critical examination.

The need for effective cooperation amongst willing partners has never been more necessary.

International cooperation will undergo a renaissance through its ability to reduce the overall lifecycle cost of defense equipment, increasing capability and improving interoperability for coalition operations.

Common Defense Quarterly (CDQ) has been created to provide "thought pieces" and factual information for the international defense cooperation community, written by the people actively engaged in the process day by day.

CDQ has a circulation of around 12,000 qualified professionals in the international defense cooperation community from the military, government, industry, media and academia.
